Preheat your oven to 350°F (175°C).
In a medium bowl, whisk together flour, cocoa powder, baking powder, baking soda, and salt.
In a large mixing bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy.
Add the egg, vanilla extract, and red food coloring to the butter mixture, and mix until blended.
Gradually add the dry ingredients to the wet mixture, stirring until just combined.
Chill the dough for at least 30 minutes.
Scoop out tablespoon-sized portions of dough and roll them into balls.
Roll each dough ball in powdered sugar until well coated.
Place the balls on a parchment-lined baking sheet, spacing them about 2 inches apart.
Bake for 10-12 minutes, or until the edges are set but the centers look slightly undercooked.
Let cool on the baking sheet for a few minutes before transferring to a wire rack to cool completely.
